“双重嵌入”视角下的“红色物业”建设:为何与何为——基于广东省100家“红色物业”试点单位的分析

摘　　要：创建“红色物业”是党组织引导物业企业规范服务行为、提高服务质量、深入社区治理、构建“党领共治”的现代化社区治理格局的重要举措。基于嵌入性理论及物业管理实践探索提出“双重嵌入”框架。第一重嵌入为“党组织-物业服务企业”的双向嵌入,第二重嵌入为“红色物业-业主”的双向嵌入,双重嵌入均包括政治嵌入、文化嵌入、认知嵌入和结构嵌入。在“双重嵌入”分析框架中,基层党组织作为始终“在场”的角色贯穿“嵌入”的全过程,“红色物业”作为党组织与物业服务企业相互“嵌入—融合”的成果,体现为党建从“唱戏”向“搭台”转变,在“党领共治”的脉冲下,社区合力、行为监督、沟通协调和共同愿景既是构建和谐社区的重要因素,也是社区治理主体共同创造社区公共价值、助推城市基层和谐治理效能的基础要件。The establishment of“red property”is an important measure for Party organizations to guide property enterprises to standardize service behavior,improve service quality,deepen community governance,and build a modern community governance pattern of“party-led co-governance”.Based on the embeddedness theory and the practice of property management,this paper proposes the“dual embeddedness”framework.The first embedment is the bi-directional embedment of“Party organizations-property service enterprises”,and the second embedment is the bi-directional embedment of“red property-owners”,both of which include political embedment,cultural embedment,cognitive embedment and structural embedment.In the analysis framework of“dual embeddedness”,the role of Party organizations as always“the present”runs through the whole process of embedment.“red property”,as a result of“embedment-integration”between Party organizations and property service enterprises,is reflected in the transformation of party building from“singing opera”to“setting up a stage”.Under the pulse of“party-led co-governance”,community cooperation,behavior supervision,communication and coordination,and common vision are not only important parts for building a harmonious community,but also the basic elements for community governance subjects to jointly create community public value and boost the effectiveness of urban grassroots governance.
