海南自由贸易港政府治理研究——以新加坡、中国香港、阿联酋迪拜为借鉴

摘　　要：加快建设具有世界影响力的中国特色自由贸易港,首先需要对标国际成功自由贸易港。从国际一般经验看,建立精简高效政府是提升自由贸易港综合竞争力的重要保障。目前,海南自由贸易港的“一本三基四梁八柱”已经搭建起来,并进入全面落实阶段。提高政府治理能力成为推进海南自由贸易港建设的关键所在。借鉴新加坡、中国香港、阿联酋迪拜三个国际典型自由贸易港在政府治理方面的先进经验,海南政府治理要克服当前面临的主要难题,可从行政区划、行政管理体制、政务信息化、政府公信力、市场监管、公共服务供给等六个方面发力,全面提高政府效能。To accelerate the construction of a free trade port with Chinese characteristics with global influence,the first step is to target a successful international free trade port.From the general international experience,the establishment of a streamlined and efficient government is an important guarantee to enhance the comprehensive competitiveness of free trade ports.At present,the one fundamental guidance,three institutional cornerstones,four beam-column and eight pillars of Hainan free trade port have been built and entered the stage of comprehensive implementation.Improving the governance capacity of the government has become the key to promote the construction of Hainan free trade port.Drawing on the advanced experience in government governance of the three typical international free trade ports in Singapore,Hong Kong,and Dubai,Hainan’s government governance should overcome the main problems she currently faced.We will make efforts in six aspects,including the administrative division,the administrative management system,the government informatization,government credibility,the market supervision and public service supply,to comprehensively improve the government efficiency.
