摘　　要：我国在2021年9月正式提出申请加入CPTPP。通过分析CPTPP金融规则中的贸易投资资金跨境流动、跨境金融服务“正面清单”、准入“负面清单”、金融信息跨境传输等,并与海南自由贸易港的金融支持政策进行对比,聚焦海南全岛封关运作需要,提出海南自由贸易港下一步的金融开放创新的政策建议,确保高水平开放压力测试、金融改革开放创新和金融风险防范平稳有序协调推进,为我国正式加入CPTPP做好压力测试,提供先行先试的发展经验。China formally applied to join the CPTPP in September 2021.Under this backdrop,this paper analyzes the financial policies of Hainan Free Trade Port,in compared with the Financial Services Chapter in CPTPP,especially the articles regarding cross-border capital flows of trade and investment,“the positive list”of cross-border financial services,“the negative list”of market access,and the financial data localization.Focusing on the needs of the independent customs operation throughout Hainan island,this paper proposes some policy suggestions on further promoting the opening up and innovation of the Financial Sector in Hainan FTP,aiming to ensure the orderly and stable implementation of the high level pressure test on the opening up,and the reform and risk control of the financial sector.As a result,this paper provides China with pioneering development experience for its formal accession to the CPTPP.
