新时期昆明市森林资源管理面临的问题及对策探讨

摘　　要：基于昆明市森林资源的基本情况,分析其森林资源管理存在的问题,包括城市建设发展不可避免需要占用林地,监测监管不到位,非法改变林地用途时有发生,林下经济发展不规范,森林资源林政管理滞后等。为此,提出建立建全林业法规,加大森林督查的执法力度,科技助力森林资源保护,强化林业法制建设和宣传的力度,制定相应林下经济规范,加强制度建设等建议。Based on the basic situation of forest resources in Kunming,this paper analyzed the problems existing in the forest resources management,including the inevitable occupation of forest land for urban construction and development,inadequate monitoring and supervision,frequent illegal changes in the use of forest land,non-standard development of under-forest economy,lagging forest administration management,etc.Therefore,this paper proposed to establish and improve forestry laws and regulations,intensify the law enforcement,support the protection of forest resources with science and technology,strengthen the construction and publicity of forestry legal system,formulate corresponding under-forest economic norms,and promote system construction.
