摘　　要：通过分析居家养老背景下我国城市失能老人的主要照护服务类型,总结其政策实施成效,进一步提出整合与优化照护资源的可行措施。目前我国针对城市失能老人的支持政策较多,“互联网+”养老、医养结合、互助养老以及老年友好环境建设都已开始试点并取得一定成效,但照护资源的“重叠”和“缺位”问题也不容忽视。建议以满足多层次需求为指导,聚焦城市居家失能老人急难愁盼问题;以现有政策资源为基础,做实全方位全链条长期照护服务;以养老服务清单制度为依托,平衡养老需求与资源供给;以科技创新为支撑,拓宽服务平台与供给渠道;以构建老年友好型社会为导向,不断提升失能老人生活质量。By analyzing main types of care services for urban disabled elderly in China under the background of home-based elderly care,this paper summarizes the effectiveness of policy implementation,and further puts forward feasible measures to integrate and optimize care resources.At present,there are many support policies for the urban disabled elderly in China.The pilot projects of“Internet+”elderly care,integrated medical care services,mutual care for the elderly and the construction of a friendly environment for the elderly have begun and achieved some results.However,the problems of“overlap”and“absence”of care resources can not be ignored.It is suggested that focus on urgent problems of urban home-based disabled elderly under the guidance of meeting multi-level needs;Based on the existing policy resources,implement a full range of long-term care services;Based on the list system for elderly care services,balance the pension demand and resource supply;Broaden the service platform and supply channels with the support of scientific and technological innovation;Guided by the construction of an elderly friendly society,we will continue to improve the quality of life of disabled elderly people.
