摘 要:以我国99所“211工程”高校2009—2017年的数据为样本,对2014年实施的高校科技人才分类评价制度改革能否提高科研全要素生产率及其影响机制进行实证检验。结果发现,高校科技人才分类评价改革对科研全要素生产率具有显著的提升效应,但提升效应存在逐年减弱的时滞性。在经过一系列稳健性检验后,该结论依然成立。对其影响机制与异质性进一步分析表明,科技人才分类评价改革与高校科研人才能级结构呈负相关且存在中介效应,而高校科技人力投入并未表现出明显的中介效应;提升效应仅表现在综合类高校、“985工程”高校以及位处西部地区的高校。研究结论为我国高校科技人才分类评价制度的深化改革提供了可靠的经验证据和重要的政策启示。Based on the relevant data of 99“211 Project”universities in China from 2009 to 2017,this paper carries on empirical test to whether the reform of classified evaluation of scientific and technological talents implemented in 2014 can affect the total factor productivity of scientific research in universities and the impact mechanism.The results show that,the reform of classified evaluation of scientific and technological talents in universities has a significant improving effect on the total factor productivity of scientific research,but the improving effect has a time lag of weakening year by year.After a series of robustness tests,the conclusion is still valid.Further impact mechanism and heterogeneity analysis show that there is a negative correlation between the reform of classified evaluation of scientific and technological talents and the level structure of scientific and technological talents in universities,and there is an intermediary effect,while the investment of scientific and technological human resources in universities does not show an obvious intermediary effect.The improving effect is only reflected in comprehensive universities,“985 Project”universities and the universities located in the western region.The research provides reliable empirical evidence and important policy enlightenment for deepening the reform of classified evaluation of scientific and technological talents in China..
