RIPP:The Strategic Science and Technology Force Supporting National Development and Speeding-up the Construction of a World-Class Energy and Chemical Research Institute

摘　　要：科技自立自强是国家发展的战略支撑,担当国家战略科技力量是行业研究机构的职责使命。本文回顾了中国石油化工股份有限公司石油化工科学研究院(以下简称“石科院”)科技报国的辉煌历程,总结了在新一轮科技革命和产业变革的关键时期,石科院适应新形势、探索新路径,在全力“担当国家战略科技力量”中的实践路径;梳理了石科院通过加强基础研究和核心技术开发,打通科技成果与技术应用通道、引领产业转型和绿色低碳发展等实践经验;展示了在创新改革发展过程中,石科院在人才队伍建设、全面从严治党方面的作为担当。本文为科研单位加快攻克关键核心技术、完善科研创新体系,加快打造过硬人才队伍,强化党建引领保障,提供了理论和实践参考。The self-reliance and self-improvement in science and technology is the strategic support for national development;therefore,the mission of industry research organizations is to act as the strategic science and technology force for national development.This paper reviews the glorious history of SINOPEC Research Institute of Petroleum Processing(RIPP)contributing to China’s development with science and technology advancements.And it summarizes the successful practice of RIPP exploring novel ways to adapt to new situations while acting as the strategic science and technology force for national development in the critical time of another round of science and technology revolution and industrial transformation.The author also sorts out RIPP’s experience in bridging the science and technology achievements and their commercial applications,leading industrial transformation as well as green and low carbon development by strengthening fundamental research and core technology development.Moreover,RIPP’s excellent practice in building up a talented team and fully and strictly governing the Party in the process of innovation,reforming and development is also shared.This paper provides theoretical and practical references to R&D organizations for accelerating core technology breakthroughs,cultivating talented teams,improving the innovation system of R&D and enforcing the guiding and guaranteeing role of Party building.
