济南市加强黄河流域河湖监管的措施与成效

摘　　要：为促进黄河流域生态保护和高质量发展,济南黄河河务局积极落实探索建立河湖监管新模式,建立了长效保护机制、联勤联动机制、协作配合机制、保障服务机制、联合执法机制共“五项机制”。本文对济南市黄河流域河湖监管“五项机制”建设情况及取得成效进行了总结,对如何深化落实“五项机制”提出了意见建议,为进一步维护黄河良好生态环境,推动经济社会持续高质量发展提供有力支撑。In order to promote the ecological protection and high-quality development of the Yellow River Basin,Yellow River Administration Bureau of Jinan City actively implemented and explored the establishment of a new river and lake supervision model,and established a long-term"five mechanisms"for protection,such as joint service mechanism,cooperation and coordination mechanism,guarantee service mechanism,and joint law enforcement mechanism.This paper summarizes the construction situation and achievements of the"five mechanisms"for river and lake supervision in Jinan,and puts forward suggestions for deepening the implementation,which provides strong support for further maintaining the good ecological environment of the Yellow River and promoting the sustainable and high-quality development of economic society.
