安徽省自主创新能力和相关政策效能的省际比较研究

摘　　要：从创新现状、创新成效和政策环境三个方面对安徽省与其他创新省市进行了比较。从各个省份政府研发投入、研发人员全时当量、发明专利授权情况、论文发表数量等方面着手分析了各省的创新现状;再用技术市场合同交易额以及高技术产业企业数量对各省的创新成效进行了评估;通过对各省出台的具体政策进行归纳分析,找出了安徽省政策环境存在的不足之处。在此基础上,从科学技术、高新技术产业、人才资源、制度创新四个方面提出了相应的建议。This paper compares Anhui Province with other innovative provinces and cities from three aspects:innovation status,innovation effectiveness and policy environment.The innovation status of each province from the aspects of government R&D investment,full-time equivalent of R&D personnel,authorization of invention patents,number of papers published,etc is analyzed;The innovation effectiveness of each province is evaluated by the contract transaction volume of the technology market and the number of high-tech industrial enterprises;Through the induction and analysis of the specific policies issued by each province,it is found that there are deficiencies in the policy environment of Anhui Province.On this basis,this paper puts forward corresponding suggestions from four aspects:science and technology,high-tech industry,human resources and system innovation.
