乡村振兴时代“零污染村庄”的实践逻辑与创新模式研究——基于浙江省源头村的个案考察

摘　　要：建设“零污染村庄”是改善农村生态环境、实现生态宜居乡村的新方法,也是促进乡村振兴提质增效的新途径。本文应用协同治理分析框架,以浙江省源头村为典型案例发现,当前源头村建设“零污染村庄”的实践逻辑是以污染预防控制为前提、以资源循环利用为关键、以清洁能源推广为重点、以环境教育传播为核心、以环保公众参与为保障,从而打造了一个环境优美、生态经济、社会凝聚的乡村振兴样板村。源头村在建设“零污染村庄”过程中逐渐形成了多元化的治理主体、高效率的治理机制、多类型的治理资源以及共识性的治理目标的创新模式,并且通过学习机制、行政机制以及社会机制来保障“零污染村庄”创新模式的发展。为进一步发挥“零污染村庄”治理优势,提升乡村振兴绩效,未来需要从明确各主体角色定位、塑造合理性治理结构、合理配置多类型资源以及达成共识性集体行动,从而更好地推进农村环境善治目标。The construction of “Zero Pollution Village” is a new method to improve the rural ecological environment and realize the ecological livable countryside, and it is also a new way to promote rural revitalization and to improve its quality and efficiency. This study applies the framework of collaborative governance and takes the Yuantou Village of Zhejiang Province as a typical case, And finds that the practical logic of “Zero Pollution Village” is based on prevention and control of pollution, recycling of resources, promotion of clean energy, dissemination of environmental education, and public participation in environmental protection, which created a beautiful, ecological and social model village. In the process of building “Zero Pollution Village”,Yuantou Village has formed an innovative model including diversified governance subject, efficient governance mechanism, multi-type governance resources and consensus governance objectives, and ensure the development of “Zero Pollution Village” innovation model through various means such as learning mechanism, administrative mechanism and social mechanism. In order to give full play to the advantages of “Zero Pollution village” and promote the performance of rural revitalization, it is necessary to make the role of each subject clearly, shape the rational governance structure, rationally allocate various types of resources and reach consensus collective action in the future, so as to promote the goal of good governance of rural environment better.
