区域视角下生产要素错配对环境全要素生产率的影响研究

摘　　要：运用2003-2019年省际数据,分析生产要素错配如何影响我国四大区域的环境全要素生产率结果表明:除东部与中部地区的技能型劳动力外,各区域的生产要素均存在错配现象要素价格扭曲与要素配置效应均显著影响各区域环境全要素生产率。针对要素价格扭曲作用的检验表明,东部和中部地区应纠正污染物排放的扭曲现象.西部和东北地区则应纠正劳动力要素价格扭曲。针对要素配置效应作用的检验表明,东部和中部地区应提升不同部门资本要素配置对环境全要素生产率的积极影响,西部和东北地区则应提升劳动力的配置效率。Based on the inter-provincial data from 2003 to 2019,this paper analyzes how production factors misallocation affects ETFP in China′s 4 regions. Empirical results show that except skilled labor in eastern and central regions, production factors misallocation exists in 4 regions. Both factor price distortion and factor allocation effect have significant impacts on ETFP of 4 regions. Empirical tests on the effect of factor price distortion show that eastern and central regions should correct the pollution emission distortion, and western and northeast regions should correct the labor price distortion. Empirical tests on the factor allocation effect show that eastern and central regions should enhance the positive impact of capital factor allocation in different industrial sectors on ETFP,and western and northeast regions should enhance the allocation efficiency of labor factor.
