摘　　要：农业经济市场化之路是符合经济发展规律的必由之路,而农业中小企业是农业经济体系中不可分割的一部分。发展农业中小企业利于促进社会指向性市场关系的建立,利于吸纳农村地区剩余劳动人口,促进就业,利于保障国家粮食安全。而在经济不断转型的背景下,中小企业的形成、发展和监管问题已成为特别关注的问题。本文从立法监管和国家支持两方面探讨了俄罗斯农业中小企业的监管问题,通过对相关措施的剖析得出有益于俄罗斯农业中小企业发展的建议,为我国农业中小企业创新改革提供一定的理论参考。The marketization of agriculture is a necessary road in accordance with the law of economic development,and small and medium-sized businesses are an integral part of the agricultural economic sector,their development contribute s to the formation of a socially oriented market economy,employment in rural areas and ensures national food security.Special attention is gradually being drawn to the creation,development and regulation of small and medium-sized enterprises.The paper analyzes the regulation on small and medium-sized businesses in the agricultural sector of Russia from the aspects of legislative regulation and state support,and gives useful suggestions for the development of Russian agricultural small and medium-sized enterprises in order to provide reference theories for the reform and innovation of Chine se small and medium-sized businesses.
