摘　　要：建设全国统一大市场是党中央关于社会主义市场经济体制改革的重大部署,是我国市场经济理论与实践的深化与拓展,是构建新发展格局的重要基石,能够实质性地推进市场公平竞争,加快要素自由流动,激发市场主体活力,促进技术创新和重塑国际竞争优势。建设全国统一大市场需要准确把握其内涵,厘清相关误区,针对制度性障碍众多、要素市场化规则不完善、一体化市场基础设施滞后、市场藩篱尚未破除等问题,借鉴国内区域市场一体化和成熟经济体建设市场标准的经验,健全以公平竞争政策为核心的市场体系基础制度,构建各类要素统一市场,注重市场基础设施一体化建设,提升市场开放水平,高标准建设全国统一大市场。Building a unified national market is a major plan of the CPC Central Committee on the reform of the socialist market economy system,a major development in the theory and practice of my country’s market economy,and an important foundation for building a new development pattern.This model can substantially promote fair competition in the market,accelerate the free flow of factors,stimulate the vitality of market entities,promote technological innovation and reshape international competitive advantages.The construction of a unified national market requires an accurate understanding of its connotation,identification of related misunderstandings,and problems such as numerous institutional obstacles,imperfect marketization rules for factors,lagging integrated market infrastructure,and market barriers that have not yet been eliminated.At the same time,it is also necessary to learn from the experience of domestic regional market integration and the establishment of market standards in mature economies,improve the basic system of the market system with fair competition policy as the core,build a unified market for various elements,focus on the integration of market infrastructure,and enhance market opening.level and high standards to build a unified national market.
