摘 要:我国环境风险应急管理的研究已不再局限于风险源这一角度,正逐步从受体易损性的角度展开环境风险的分析。基于受体易损性的环境风险评估,在实践工作中存在无法量化、不易操作等不足之处。在现有研究基础上,从受体的物理易损性及社会易损性两方面建立受体易损性评估指标体系,并通过德尔菲法和层次分析法确定的指标权重进行区域环境风险受体易损性的计算。在案例应用中,基于受体易损性评估的环境风险结果,可从受体角度较为精准地指导环境风险应急管理,为区域环境风险“差异化”管理提供理论依据和建议。The research on environmental risk emergency management(EREM)in China is no longer limited to risk sources,but is gradually being carried out from the perspective of receptor vulnerability.The environmental risk assessment based on receptor vulnerability has some shortcomings in practice,such as being unable to quantify and difficult to operate.On the basis of existing research results,a receptor vulnerability assessment index system was established from the aspects of physical vulnerability and social vulnerability.The index weights were determined by Delphi method and analytic hierarchy process.In the case application,the environmental risk results based on the vulnerability assessment of receptors can more accurately guide the EREM,and provide theoretical basis and suggestions for the“differentiated”management of regional environmental risks.
