摘  要:【目的/意义】创建“一带一路”专题数据库共享服务保障机制,以提升数据共享水平,保障专题库服务质量。【方法/过程】基于TQM理论全过程角度,对“一带一路”专题数据库共享服务问题进行分析的基础上,从服务准备、开展、评价、总结提升4个阶段构建服务保障机制。【结果/结论】在准备阶段,要建立以目标需求为导向,以合作共建为基础的保障机制;在开展阶段,需要数据资源、技术标准、安全风险管理等综合保障;在评价阶段,需通过用户评价与反馈以及绩效评估机制发现服务存在的问题与不足;在优化阶段,通过服务优化改进机制全面提升服务水平。【创新/局限】借鉴TQM理论,系统分析了“一带一路”专题数据库共享服务过程中所需的保障机制,后续将进一步将加强不同机制间协同机理的研究。【Purpose/significance】Creating"the Belt and Road"thematic database sharing service guarantee mechanism to enhance data sharing level and ensure the quality of database services.【Method/process】Based on the whole process of TQM theory,this paper analyzes the sharing service of"the Belt and Road"thematic database and build a service guarantee mechanism from four stages of service preparation,development,evaluation,summary and improvement.【Result/conclusion】In the preparation stage,it is necessary to establish a guarantee mechanism based on target demand and cooperation;In the development stage,it needs data resources,technical standards.security risk management and other comprehensive guarantee;in the evaluation stage,it needs to find the problems and deficiencies of service through user evaluation and feedback and performance evaluation mechanism;in the optimization stage,it needs to comprehensively improve the service level through service optimization and improvement mechanism.【Innovation/limitation】This paper draws on the TQM theory and systematically analyzes the guarantee mechanism needed in the process of"the Belt and Road"thematic database sharing service.The follow-up research will further strengthen the study of the coordination mechanism between different mechanisms.
