R&D投入对海南经济增长影响及优化对策

摘　　要：通过对2009-2020年期间海南省财政R&D投入和企业R&D投入的变化态势、呈现特点与海南经济增长影响等研究发现:1.海南R&D投入存在总量较小,R&D投入强度长期偏低问题;2.财政R&D投入、企业R&D投入与GDP之间存在长期均衡关系,两者对海南经济增长有着明显的正向影响;3.海南省财政R&D投入产出效果较好,其对经济增长的推动作用高于企业R&D投入;4.海南省财政R&D投入已超过企业R&D投入,成为全省R&D投入的主要来源,导致企业创新主体地位不明显。要解决当前海南省R&D投入问题,在政府和企业继续加大R&D投入的同时,政府还要通过制定和优化各种科技创新政策或措施,使海南企业真正成为科技创新和R&D投入的主体。Through a study of the change trend,features and impact on Hainan’s economic growth of financial R&D input and enterprise R&D input in Hainan Province from 2009 to 2017,it is found that(1)The total amount of R&D input in Hainan is small and the intensity of R&D input has been low for a long time(;2)There is a long-term equilibrium relationship between financial R&D input,enterprise R&D input and GDP,which has a significant positive impact on Hainan’s economic growth;(3)Hainan’s financial R&D input-output effect is better,and its role in promoting economic growth is higher than that of enterprise R&D input(;4)The financial R&D input of Hainan Province has exceeded the enterprise R&D input,and has become the main source of R&D input in the entire province,which leads to the insignificant role of enterprises in innovation. In order to solve the issue of R&D input in Hainan Province,the government and enterprises should continue to increase R&D input,while at the same time,the government should formulate and optimize various policies or measures for scientific and technological innovation to make enterprises become the main body of scientific and technological innovation and R&D input in Hainan.
