摘　　要：亚洲秩序建立之初就呈现“碎片化”特点,近年来亚洲制度格局与权力格局张力增大,美国进一步破坏了秩序的积极因素,地区主要行为体也在努力推动秩序变革,亚洲秩序正处于深刻调整中。秩序调整的主要表现在于,中美对峙与亚洲分裂加剧,美国推动秩序构建的合法性下降,地区相关热点问题固化。基于中美两国实力格局和两国利益与意愿,以及该地区其他国家的利益考虑,在亚洲地区应建立权力分享型秩序。中国推动亚洲秩序构建的目标在于,为中华民族伟大复兴营造有利地缘环境。为此,应妥善处理好美国积极因素与消极因素的平衡,既能对冲和反制美国同盟体系的负外部性因素,又能发挥美国积极因素维护地区稳定。处理好以下平衡:中国特色与地区普适性的平衡,避免“中国中心论”和“地缘政治论”,加强区域合作;历史与时代的平衡,采取和平主义方式推动秩序变革;中国传统文化与实力的结构平衡,处理好国内问题。The Asian order has shown the characteristics of"fragmentation"since the beginning of its establishment.In recent years,the tension between the institutional structure and the power structure in Asia has increased.The United States has further undermined the positive role of the order and major powers within the region have also worked to reform it.Hence,the Asian order is undergoing a profound adjustment,which is featured by the confrontation between China and the United States and the declined legitimacy of the order,and the deadlock of relevant regional hotspot issues.Considering the power,interest and wish of China and the United States,as well as the interests of other countries in the region,a power-sharing order should be established in Asia.China's goal of promoting the construction of the Asian order is to create a favorable geographical environment for the great rejuvenation of the Chinese nation.To this end,it is necessary to limit and counteract the negative externalities of the US allies,but at the same time give full play to the positive factors of the US to maintain regional stability.Specifically,China should balance its particularity and regional universality,avoid"China-centric theory"and"geopolitical theory",strengthen regional cooperation,adopt a pacifist approach to promote the change of the order,and do a good job in domestic issues.
