摘　　要：随着中国经济的高速发展,水污染治理趋势也越来越严重,污水处理收费征缴管理工作也日益引起了我国的高度关注,虽然近年来,我国有关主管部门已不断规范了污水处理收取的指导性工作意见,但污水处理量却始终保持在一个相对较低水平的增长速度上,对经济社会的可持续发展造成了巨大的威胁,同时也对环境保护工作和普通民众日常生活带来了很大的危害,不利于和谐社会的构建。主要是各地自然资源状况、行政体系、税收性质等差异,导致各级人民政府在制定具体的地方污水处理费用税收管理规定和优惠政策时会出现很大差别,从而造成各地污水处理费征收率偏低,污水处理费征收与使用资金严重倒挂,政府对污水处理进行了大量财政补贴以保证污水处理率,对地方财政构成了沉重的压力,同时也不利于污水处理产业的健康发展。本文通过东莞市污水处理费征收工作中采用的新思路和解决办法,为同行业提供借鉴。With the rapid development of China's economy,the trend of water pollution control is becoming more and more serious,and the collection and payment management of sewage treatment fees has increasingly attracted great attention in China.Although China's relevant competent departments have continuously standardized the guiding opinions on sewage treatment fees in recent years,the sewage treatment capacity has always maintained a relatively low growth rate,It not only poses a great threat to the sustainable development of economy and society,but also brings great harm to environmental protection and ordinary people's daily life,which is not conducive to the construction of a harmonious society.It is mainly due to the differences in the status of natural resources,administrative system and tax nature of various regions,which leads to great differences in the formulation of specific local sewage treatment fee tax management regulations and preferential policies by people's governments at all levels,resulting in the low collection rate of sewage treatment fees and the serious inversion of funds for the collection and use of sewage treatment fees,The government has made a lot of financial subsidies for sewage treatment to ensure the sewage treatment rate,which poses a heavy pressure on local finance and is not conducive to the healthy development of sewage treatment industry.Through the new ideas and solutions adopted in the collection of sewage treatment fee in Dongguan,this paper provides reference for the same industry.
