基于风险理论从内控视角初步分析高校附属医院科技合同的基本情况

摘　　要：为主动适应新形势下科研管理机制从行政型向服务型转变,有效实现科技合同管理风险的最小化,以防范风险为导向,从内控视角对2020年度某高校附属医院科技合同基本情况进行了统计和分析。通过阐述科研合同在科技活动中的主要表现特点,识别科研合同的风险点,发现问题和寻找对策,提出了科研合同管理的新框架模式,使科研合同管理在内控指导下更加科学和高效,有助于提高科研管理水平。In order to actively adapt to the transformation of scientific research management mechanism from administrative type to service type under the new situation,and effectively minimize the risk of science and technology contract management,taking risk prevention as the guide,the basic situation of science and technology contracts of a university affiliated hospital in 2020 was statistically analyzed from the perspective of internal control.The main performance characteristics of scientific research contracts in scientific and technological activities were clarified,the risk points of scientific research contracts were identified effectively,problems were found and countermeasures were sought in time,and a new framework model of scientific research contract management was put forward.Research contract management is more scientific and efficient under the guidance of internal control,which is helpful to improve the service level of scientific research management.
