社会资本影响农户正规借贷可获性吗?--来自3省(区)4县农户微观证据  

Does social capital affected the availability of farmers'formal loaning?--Micro evidence from farm household surveys in 4 counties in 3 provinces

摘　　要：基于2017年陕西、河南、宁夏三省(区)2063个农户样本,采用离散选择模型分析了社会资本对农户正规借贷可获性的影响。研究发现:社会资本与农户正规借贷可获性存在正相关关系;社会资本对农户正规借贷可获性具有显著提升作用;亲朋数量、礼金数量、每月用于联络亲朋好友的电话费、亲戚朋友在政府部门任职都显著提高了农户正规借贷可获性;社会资本对中等收入样本具有明显提升效应;开展产权抵押贷款试点对社会资本具有一定的替代效应。因此,政府应重视社会资本缓解农户融资困难的作用,向农户宣传社会资本的重要性,帮助社会资本匮乏的农户建立一定的社会网络,并完善农村征信体系的建设,加快产权抵押贷款政策的推广。Based on a sample of 2063 farm households in Shaanxi,Henan,and Ningxia Provinces in 2017,a discrete choice model was used to analyze the effect of social capital on the availability of formal loaning.It was found that there is a positive correlation between social capital and farmers'formal loaning accessibility with a significant enhancing effect;the number of relatives and friends,the amount of gift money,the monthly telephone fees for contacting friends and relatives,and relatives and friends working in government departments all significantly increase farmers'formal loaning accessibility;social capital has a significant enhancing effect on the middle-income sample;carrying out the pilot project of property rights mortgage has a certain substitution effect on social capital.Therefore,the government should pay attention to the role of social capital in alleviating farmers'financing difficulties,publicize the importance of social capital to farmers,help farmers with little social capital to establish certain social networks,improve the construction of the rural credit system,and accelerate the promotion of the property rights mortgage policy.
