组织农民:资源落地与供给有效--以湖南B村自组织公共品供给实践为例

摘　　要：资源落地困境是当前公共品供给实践中的突出难题,如何提升公共品供给效能引起学界和基层治理实践的普遍关注。研究发现,组织农民是形成有效社会联结、回应新时期资源落地困境的重要抓手。以湖南B村为例呈现了当地的自组织公共品实践,探讨在制度内供给模式下,如何通过农民组织化的方式形成输入性资源与基层社会的有机联结,避免供需不匹配、交易成本过高、资源使用低效等问题。精英主导与社会整合下的农民组织化实践破解了资源输入与基层社会及分散化农民对接的难题,不仅回应资源输入背景下资源落地与公共品供给有效的困境,同时为乡村振兴战略下的村庄建设提供可供参考的实践路径。乡村振兴下的农村建设发展应当坚持农村和农民的主体地位,充分发挥积极分子的带头作用,以组织化的方式有效整合社会需求与社会资源,真正服务于农民对美好生活的需求和向往。The resource landing dilemma is a prominent problem in the current public goods supply practice,which has aroused widespread concern in academic circles and grassroots governance practices.The study found that organizing farmers is important for forming effective social connections and solving the problem.Taking B Village in Hunan as an example,this study presented the local self-organized practice,and explored how to form an organic connection between imported resources and the grassroots society through farmers’organization in the supply mode within the system to avoid mismatches in supply and demand,high cost in transactions,and inefficient use of resources.The practice of farmers’organization under the leadership of elites and social integration solves the problem of resource input,grassroots society and decentralized farmers.It not only responds to the plight of resource landing and the effective supply of public goods under the background of resource input,but also provides practical paths for the village construction under the strategy of rural revitalization.Rural construction and development under rural revitalization should center on rural areas and farmers,give full play to the leading role of activists,effectively integrate social needs and social resources in an organized way,to truly serve farmers'needs and aspirations for a better life.
