脱贫攻坚与乡村振兴的衔接考量--基于14个“连片特困地区”的效益测评与对策建议

摘　　要：脱贫攻坚成果是乡村振兴的重要基础和出发点,目前学界从效益测评角度来评价脱贫攻坚与乡村振兴有效衔接的研究成果比较缺乏。基于此,在论证精准脱贫与乡村振兴关系的理论基础上,对照脱贫攻坚与乡村振兴要求,构建脱贫攻坚与乡村振兴有效衔接成果积累评价指标体系,测量了14个“连片特困地区”2014-2019年脱贫成效发现,14个片区2014-2019年的综合脱贫成效在稳步提升,其中,大别山区和罗霄山区成效较好,四省涉藏州县、西藏地区、滇西边境山区成效较差。14个片区脱贫攻坚与乡村振兴衔接的优势与短板各不相同,各个片区要锚定弱项指标发力,重点突破短板;突破片区跨区域治理矛盾,加强公共服务供给;坚持精准施策,梯次推进乡村振兴。The achievements of poverty alleviation are an important foundation for rural revitalization.At present,there is few research results on the effective connection between poverty alleviation and rural revitalization from the perspective of benefit evaluation.Based on the theoretical demonstration of the relationship between precise poverty alleviation and rural revitalization,this study constructs an evaluation index system for the accumulation of achievements in effective connection between poverty alleviation and rural revitalization,and measures 14"contiguous destitute areas"by comparing the requirements of poverty alleviation and rural revitalization.The results showed that the comprehensive poverty alleviation results of 14 areas from 2014 to 2019 were steadily improving.Among them,the Dabie Mountains and Luoxiao Mountains achieved better results,and the Tibet Counties in four provinces,Tibet,and the border mountain areas in western Yunnan was less effective.The 14 areas have different strengths and weaknesses.Each area should break through the weaknesses and contradictions in cross-regional governance,strengthen the supply of public services and adhere to precise policy implementation,to promote rural revitalization step-by-step.
