摘　　要：在中国的治理实践中,不仅存在着非正式的人格关系对正式治理体系的弥补作用,而且作为集团行动者的执政党也会依托自身传统和组织优势建构大量的人格工作关系。这不仅体现为执政党面向社会群众的情感治理实践,还表现为执政党运用自身的组织优势实施组织再造来提升党政科层体系的运行效率,比如通过干部挂职、党校培训、结对帮扶、对口援建、区域化党建、临时党支部、联村驻村等方式形成了大量跨越组织边界又带有情感因素的人格化工作关系。基于浙北T市联村干部制度经验,本文发现人格工作关系具有润滑治理体系运行的作用,能够增加干部之间的信任,减少信息不对称,产生更多的体制内协作网络。In China’s governance practice,not only do informal personality relations compensate for the formal governance system,but the ruling party as a group actor also constructs a large number of personality working relations based on its own traditions and organizational advantages.This is not only reflected in the ruling party’s emotional governance practice toward the masses,but also in the ruling party’s organizational advantage in implementing organizational reengineering to improve the operational efficiency of the party and government section system,such as constructing a large number of personalized working relationships across organizational boundaries and with emotional factors through cadre attachment,party school training,twinning support,counterpart assistance,regionalized party building,temporary party branches,and joint village stationing,etc.Based on the experience of the joint village cadre system in T city in northern Zhejiang,the institutionally constructed personalized working relationships specifically lubricate the operation of the governance system,increase trust among cadres,reduce information asymmetry,and generate more institutional collaboration networks.
