摘　　要：环境议题已经成为21世纪最重要的议题之一。文章梳理了全球贸易协定环境条款文本数据,构建了纳入环境条款异质性的贸易协定网络,从动态和系统观的视角出发,对全球贸易协定环境规则的结构及演变特征进行了定量和定性探讨。通过分析CPTPP环境规则特点以及全球贸易协定环境规则发展动向,分析中国加入CPTPP面临的环境规则挑战。最后从规则引领、对接、探索、协同四个维度出发,建议我国应重视环境规则的主动设计,构建包容开放的绿色经贸规则体系,加快国内环境规制与CPTPP稳步全面对接,开展环境规制压力测试推进环境制度探索创新,推动环境规制与“双碳”目标及多双边战略有效衔接,进而实现统筹国内发展和参与全球治理协同促进。Environmental issues have become one of the most important issues in the 21st century. This paper sorts out the data of environmental provisions of global trade agreements, constructs the trade agreements network incorporating the heterogeneity of environmental provisions, and then the structure and evolution characteristics of environmental rules of global trade agreements are analyzed quantitatively and qualitatively from dynamic and systematic perspective. It also analyzes the characteristics of CPTPP environmental provisions and development trends of environmental rules of global trade agreements, and discusses the challenges of environmental rules faced by China’s entry into CPTPP. Finally, from four dimensions of regulation leadership, alignment, exploration and synergy, this paper suggests China should attach importance to the proactive design of environmental rules, build inclusive and open green economic and trade regulations system, accelerate to align domestic environmental rules with CPTPP steadily and comprehensively, carry out stress tests of environmental rules to promote exploration and innovation of environmental institutions, and promote the effective connection of environmental rules with carbon peaking and carbon neutrality goals and multi-bilateral strategies, so as to realize the synergy between domestic development and participation in global governance.
