摘　　要：根据《广播电视安全播出管理规定》“卫星广播电视地球站实施细则”要求,以“具备两路或两路以上不同路由或传输方式的信号源”并“应配置能独立承担上行播出任务的备份上行系统”为建设原则,系统建设一套主、备上行链路系统和第三条独立上行链路系统,共计三路高清上行链路系统。系统功能健全,具备全流程信号监控、全系统设备管控,全方位运维管理。具有抗非法信号干扰响应能力和加密与非加密流切换机制。系统整体结构设计简捷、可靠,链路结点、设备数量及种类投入科学合理。According to the requirements of “Implementation Rules on Satellite TV Broadcast Earth Station” in “Regulations on Radio and TV Security Broadcast”,and based on construction principle of “having two or more signal sources with different routes or transmission modes” and “backup uplink system capable of independently undertaking uplink broadcasting tasks”,the system builds a set of main and standby uplink systems and a third independent uplink system,a total of three HD uplink systems.The system has sound functions,with whole-process signal monitoring,system-wide equipment management and control,and all-round operation and maintenance management.It has anti-illegal signal interference response capability and encrypted and unencrypted flow switching mechanism.Overall structure design of the system is simple and reliable,and link nodes,equipment quantity and types are scientific and reasonable.
