摘 要:放开生育三孩的人口政策后,生育保险制度应审时度势、与时俱进提出相适应的制度方案,以促进三孩政策的现实有效性。当前,生育保险制度设计公平性考量不够,在不同类型企业间、不同用工情况的企业间、孩子数量不同的家庭间造成了不公平的对待,不能很好地作为实现促进生育的政策目标。因此,应根据制度公平的要求,在生育保险制度的设计上突出其福利制度的理念,强调政府在生育保险待遇支付中的主要责任,在负担比例、缴交方式、保险待遇种类和水平、覆盖范围等方面做出新的制度安排,以彰显制度公平。After liberalizing the population policy of giving birth to three children,the maternity insurance system should size up the situation,keep pace with the times,and put forward appropriate system schemes to promote the practical effectiveness of the three child policy.At present,the design of maternity insurance system lacks fairness consideration,resulting in unfair treatment among different types of enterprises,enterprises with different employment conditions and families with different fertility conditions.It also fails to achieve the policy goal of promoting fertility and meet the economic and care needs of childbearing families.Therefore,according to the requirements of institutional fairness,it is necessary to highlight the concept of its welfare system in the design of maternity insurance system,emphasize the main responsibility of the government in the payment of maternity insurance benefits,and make new institutional arrangements in terms of burden proportion,payment method,type and level of insurance benefits and coverage,so as to highlight institutional equity.
