加勒比地区蓝色经济发展的必然性、进展与挑战——以格林纳达为例

摘　　要：蓝色经济是注入了可持续发展理念的海洋经济,旨在通过对海洋资源的可持续开发与利用,达到促进经济增长、改善人民生活并同时保护海洋生态环境的目的。蓝色经济已成为引领全球海洋经济发展的主流范式。加勒比国家具有丰富的海洋资源。在当前全球变局下,面对气候变化加剧、海洋生态环境退化和经济社会脆弱性凸显,加勒比各国发展蓝色经济、实现“绿色复苏”已刻不容缓。近年来,在域内各国、地区组织以及国际社会的密切配合和深度参与下,蓝色经济议程在加勒比地区生根发芽,呈现出多主体、多议程齐头并进、交织发展的态势,并取得了一系列倡议性或机制性成果。与此同时,加勒比国家又面临着多重挑战,如气候变化加剧破坏海洋生态,小岛国特殊属性限制发展潜力,国家海洋治理能力不足等。在加勒比地区,格林纳达是唯一将发展蓝色经济上升为国家战略的国家,经过多年发展,已成为本地区蓝色经济发展的标杆。在后疫情时代,蓝色经济必将成为加勒比各国实现绿色复苏的必由之路,并在地区治理体系中占据日益重要的位置。Blue economy,as marine economy infused with the concept of sustainable development,aims to promote economic growth,improve people’s lives and protect the marine ecological environment through sustainable development and utilization of marine resources.Blue economy has become the mainstream paradigm leading the development of global marine economy.Caribbean countries are rich in marine resources.In the current global situation,it is urgent for Caribbean countries to develop blue economy and realize‘green recovery’.In recent years,with the close cooperation and deep participation of countries,regional organizations and the international community in the region,the blue economic agenda has taken root in the Caribbean and achieved a series of initiative or institutional results.However,at the same time,regional countries are confronted with multiple challenges,such as the intensification of climate change,degradation of marine ecology,special attributes of small island states,limitation of development potential,and lack of national marine governance capacity,etc.In the Caribbean,Grenada is the only country that has adopted the development of blue economy as a national strategy.In the post epidemic era,blue economy will become the only way for Caribbean countries to achieve green recovery and play an increasingly important role in the regional governance system.
