摘 要:目的 评价我国三甲医院科室和人员科研绩效,并制定客观分配科研绩效奖金的分配方案。方法 采用中国医院科技量值研究方法,以H医院为评价对象,评价医院科室和科室人员的科研绩效。提出科技贡献指数的概念,作为医院科研人员科研绩效奖金分配的客观依据。结果 科室科技量值用于反映科室科研绩效水平,基于科技量值总分和单位分值的奖金计算得出每个科室的科研绩效奖金额度。科室人员科技量值反映了科室人员科研绩效水平,基于科研人员对于科室科研绩效的贡献度,分配科室内部科研绩效奖金。结论 基于科技量值的三甲医院内部科研绩效评价研究方法,既实现了对科室和科研人员科研绩效的评价,又达到了科学、客观地进行科研绩效奖金分配的目的,但需进一步完善予以推广。Objective To evaluate research performance of departments and research personnel and make an objective allocation scheme for research performance bonuses within a tertiary Grade A hospital. Method Science and Technology Evaluation Metrics(STEM) of China’s Hospitals are adopted,the research performances of departments and personnel in H hospital are evaluated and the sci-tech contribution index as an objective basis of personnel performance bonus allocation is put forward. Result STEM of the departments are used to reflect the sci-tech performance of the departments and allocate the department performance bonus. STEM of personnel is used to reflect the research performance of personnel,and the performance bonus of personnel is allocated based on the sci-tech contribution index. Conclusion This method can be used to evaluate the research performance of the departments and personnel, and also achieves the scientific and objectivity of research performance bonus allocation, but it needs to be further improved and promoted.
