协同治理视域下社区居家养老协同机制的构建与完善

摘　　要：随着我国人口老龄化程度日益加深,人口结构发生变化,家庭功能弱化,使得养老成为全社会共同关注的热点。社区居家养老以社区为依托,既在一定程度上保留传统家庭养老带给老年人的精神慰藉作用,又通过社会化养老的方式缓解国家和家庭的养老负担,有效应对人口老龄化趋势带来的养老压力,成为各地积极探索新型养老方式的重点。目前社区居家养老已初步建立协同格局,但在协同的进一步深化中出现困境,这是由于参与主体的责任定位不清、运作方式的协同程度不深、社会力量的参与动力不足三方面原因导致。从协同治理视域出发,可通过治理主体责任化、运行方式协同化、利益分配机制互惠化三方面促进协同机制的完善。With the deepening of population aging,the change of population structure and the weak-ening of family function,pension has become a hot spot of common concern in the whole society.Relying on the community,community home-based pension not only conforms to the traditional concept of family pension,but also alleviates the pension burden of the state and families through socialized pension and the pension pressure caused by the serious aging of the population,which has become the focus of actively ex plo ring new pension methods.At present,the community home-based elderly care has initially established a coordination mechanism,but there are difficulties in the further deepening of coordination,which is due to the unclear responsibility positioning of the participants,the low degree of coordination of the operation mode,and the lack of participation power of social forces.We should ensure the synergy of operation mode by clarifying the responsibilities of governance subjects,and promote the close cooperation with a mutually beneficial distribution mechanism.
