摘　　要：分析政府投资项目EPC模式发包人投资控制存在的问题,针对这些问题,提出建立起与EPC模式相适应的投资控制体系和组织结构的对策,以充分发挥EPC模式的优势,实现大力推行EPC模式的初衷。The paper analyzes the existing problems of the government-invested projects employer investment control in EPC model field.Aiming at these problems,the paper proposes countermeasures that the employer should establish investment control system and organization structure which adapt to EPC model,so that EPC model could give full play to advantages,and the original intention of vigorously promoting EPC model could come true.
