摘　　要：EMC-PPP模式将节能公司的节能服务管理技术与社会资本方的资金进行结合,解决EMC模式融资较难的问题,实现各参与方的优势互补。以某老旧小区节能改造工程为实际案例,分析EMC-PPP模式下该工程开展过程中的利益主体及职能划分,以及该模式调查准备阶段、审查阶段、建设阶段和运行阶段的运作流程,最后得出A老旧小区节能改造工程中EMC-PPP模式方面的实施效果。EMC-PPP model combines the energy saving service management technology of energy saving companies with the funds of social capital to solve the difficult financing problem of EMC model and realize the complementary advantages of all participants.Taking the energy saving reconstruction project of an old community as actual case,this paper analyzes the stakeholders and function division in the process of carrying out the project under EMC-PPP model,as well as the operation process of the investigation preparation stage,review stage,construction stage and operation stage of the mode,and finally obtains the implementation effect of EMC-PPP model in the energy saving reconstruction project of an old community.
