以供给侧结构性改革为主线构建新发展格局研究  

On Building the New Development Paradigm with Supply-side Structural Reform as the Central Theme

摘　　要：构建以国内大循环为主体、国内国际双循环相互促进的新发展格局的关键和核心内容在于畅通经济循环。但在当前阻碍我国经济循环的问题主义有三个:供给与需求不适配与不对接,内需巨大潜力没有很好发挥出来,满足需求的供给侧存在结构性问题,由此导致经济循环不畅。导致这些问题的根源在于供给侧结构性问题,是供给侧结构性失衡导致的。为此,构建新发展格局必须要立足新发展阶段、贯彻新发展理念、以供给侧结构性改革为主线,从如下几方面来做:提高供给质量实现供给与需求更好适配与对接,发挥我国超大规模内需潜力,推动科技创新提高供给质量,解决好供给侧的结构性问题等。Ensuring the smooth flow of economic activities is the key to building the new development paradigm featuring dual circulation,in which domestic and overseas markets reinforce each other with the domestic market as the mainstay.However,currently three problems hinder the smooth flow of China’s economic activities:the mismatch between supply and demand,the unexplored huge potential of domestic demand,and the structural problems on the supply side to meet demand.The root cause of these problems lies in supply-side structural issues,which are caused by supply-side structural imbalances.To this end,the construction of the new development paradigm is supposed to be based on a new development stage and achieved through the implementation of new development concepts with supply-side structural reform as the central theme.Thus,the paper proposes such suggestions as improving supplies so as to facilitate a better match between supply and demand,giving full play to China’s super-large-scale domestic demand potential,promoting scientific and technological innovation to improve supplies,and solving structural problems on the supply side.
