乡村振兴视角下农民合作社高质量发展路径探析

摘　　要：农民合作社是推动农业现代化的新型组织形态,是促进农村经济社会发展的重要动力,是实施乡村振兴战略的重要力量及主要载体。农民合作社的建立与发展经过多年探索,由单纯的、传统的经济合作向利益共同体转化,逐渐演变为新型农业经营主体和服务主体,功能也从单一化走向综合化,具有对接企业、组织大户、联结市场、带动散户的作用,成为影响乡村社会发展的重要因素和实现乡村振兴的主要动力。但伴随着农民合作社数量增加,其存在的经营管理不规范、服务层次低、人才短缺、产权结构不合理等问题逐渐凸显,影响其持续经营和高质量发展。为促进农民合作社的健康发展,应进一步完善管理运行机制,引导农民合作社“抱团”发展以提升拓展服务带动能力,补齐农民合作社人才短板以提升规范运营和创新发展的能力,厘清合作社产权关系,保障社员的合作收益,促进农民合作社高质量发展。Farmers’ cooperatives are a new organizational form to promote agricultural modernization, an important driving force for promoting rural economic and social development, and an important force and main carrier for implementing the rural revitalization strategy. After years of exploration, the establishment and development of farmers’ cooperatives has transformed from a simple and traditional economic cooperation to a community of interests, and gradually evolved into a new type of agricultural business entity and service entity. The functions of farmers’ cooperatives have also changed from being simple to comprehensive. They have the functions of connecting enterprises, organizing large households, connecting the market, and driving retail households. They have become an important factor affecting the development of rural society and the main driving force for rural revitalization. However, with the increase in the number of farmer cooperatives, the problems of low operating quality such as non-standard operation and management, low service level, and shortage of talents have gradually become prominent, affecting their sustainable operation and high-quality development. In order to promote the healthy development of agricultural cooperatives, it is necessary to further improve the management and operation mechanism, guide the development of farmers’ cooperatives in a “group”, improve the ability to expand services, and make up for the shortcomings of farmers’ cooperatives. It is also necessary to improve the ability to standardize operation and innovative development, clarify the property rights relationship of cooperatives, ensure the cooperative income of members, and promote the high-quality development of farmers’ cooperatives.
