摘　　要：进入21世纪以来,特别是2008年全球金融危机爆发后,全球价值链重构成为引人关注且影响日益重大的国际经济现象。全球价值链重构增加了国际竞争参与者,刺激着国家间的战略竞争行为,促使国际组织形成新的工作重心,引发国际竞争格局新变化。为应对全球价值链重构引,发的新变化与新挑战,发达资本主义国家纷纷调整本国对外政策,主要包括凸显经济外交重要性、重视区域经济与安全平台建设、在全球价值链重构中“去中国化”、强调价值观的一致或相近性以及试图重塑国际制度等。发达资本主义国家对外政策新趋势对国际关系和国际秩序产生了多方面、多层次的深刻影响,是深刻认识世界百年未有之大变局以及准确把握中国外部战略环境的重要切入点,是在新形势下开展具有新的历史特点的伟大斗争、牢牢把握战略主动权的现实基础。Since the beginning of the 21st century,especially after the outbreak of the global financial crisis in 2008,the global value chain reconstruction has become a growingly important international economic phenomenon.It has increased the participants of international competition,stimulated the strategic competition behavior among countries,prompted international organizations to find a new focus of work,and created changes in the pattern of international competition.In order to deal with the changes and challenges caused by the global value chain reconstruction,the developed capitalist countries have adjusted their foreign policies,mainly including highlighting the importance of economic diplomacy,paying attention to building the regional economic and security platform,decoupling with China,emphasizing the consistency or similarity of values and trying to reshape the international system.These new trends of foreign policy of the developed capitalist countries have had a profound impact on international relations and international order in many areas and at many levels.They are the important fulcrum for deeply understanding the great world changes unseen in a century and accurately grasping China’s external strategic environment.They are the realistic basis for carrying out a great struggle with new historical characteristics and firmly grasping the strategic initiative under the new situation.
