摘 要:在分析电网规划特点的基础上,按照《环境影响评价技术导则输变电》(HJ 24—2020)、《规划环境影响评价技术导则总纲》(HJ 130—2019)的要求,采用清单分析法识别出电网规划环境影响因子为自然环境、生态环境、资源承载力、社会经济、环境风险。采用基本指标模式建立了含“目标层—准则层—指标层”的电网规划环评指标体系,其中目标层设定为“电网规划与环境保护有机统一,电网规划顺利实施”;基于“生态—环境—社会经济”的评价指标体系优化提出由自然环境、生态环境、社会经济、资源承载力和环境风险组成的准则层;并进一步对准则层指标体系逐一开展指标层构建,最后提出电网规划的环境目标及评价指标体系,可供电网规划环评工作者参考使用。Based on the characteristics of power grid plan,the factors of environmental impact originated from power grid plan are identified as natural environment,ecological environment,resource carrying capacity,socio-economy and environmental risk with list method as required inTechnical Guidelines for Environmental Impact Assessment of Electric Power Transmission and Distribution(HJ 24—2020)andTechnical Guideline for Planning Environmental Impact Assessment∶General Principles(HJ 130—2019).The target layer-guideline layer-index layer system of the EIA evaluation index system of power grid plan is established by adopting the basic index model.The target layer-guideline is defined as integration of power grid planning and environment protecting to implement grid planning successfully.The guideline layer is proposed based on the evaluation index system of"ecology-environment-socio-economy",which is composed of natural environment,ecology-environment,socio-economy,resource carrying capacity and environmental risk.More efforts will be made in establishing index layer gradually to form the environmental target and evaluation index system of power grid plan furtherly,which can be used as reference for EIA workers of power grid plan.
