摘  要:对响应任务的协调和管理是确保核事故应急响应有效性的关键。针对此问题,分析了我国固定式陆上核设施核事故应急、常规动力水面舰船海上搜救应急的应急处置,提出了一套与我国核动力水面舰船海上核事故应急响应组织及其关键响应任务计划相匹配的海上核事故应急处置方案,给出了从遇险报警到进入应急状态、响应行动开始实施、应急处置结束整个过程中应急指挥、通知报告、技术决策、通道控制、缓解行动、防护行动、搜寻救援、医疗救治、保障支援、信息发布的具体行动步骤。Coordination and management of response tasks is the key to ensuring the effectiveness of nuclear accident emergency response.Aiming at this problem,the nuclear accident emergency disposal of fixed onshore nuclear facilities and the maritime search and rescue emergency disposal of conventional powered surface ship in China were analyzed,and a set of emergency disposal programs for maritime nuclear accident matching the planning of maritime nuclear accident emergency response organizations and the key response tasks of Chinese nuclear-powered surface ship was proposed,which involve such procedures as specific action steps of emergency command,notification and report,technical decision-making,access control,mitigatory action,protective action,search and rescue,medical treatment,support and service and information release in the whole process from distress alarm to start of emergency state,implementation of response action and end of emergency disposal.
