摘　　要：建立健全绿色政府债券制度,符合我国新时代高质量发展需求。本文对我国绿色政府债券相关探索与现存问题进行梳理,并借鉴国际上绿色政府债券发展经验,从绿色政府债券标准、评级认证、法定分类、发行、基准利率功能、绩效评价和法制建设等方面,寻求我国绿色政府债券制度设计的突破点。Establishing and improving the green government bond system is the needs of high-quality development in the new era of China. Under the realistic background, this paper sorts out the relevant research and existing problems of green government bonds in China, learns from the international experience in developing green government bonds, and seeks breakthroughs in the design of China’s green government bond system from the aspects of standards, rating and certification, the statutory classification, issuance, the benchmark interest rate function, performance evaluation and legal system construction.
