摘　　要：为破解普惠金融发展中的难题和体制机制障碍,增进社会公平和社会和谐,大力推进普惠金融改革是必由之路。基于河南省兰考县普惠金融改革试验区的具体实践,从农村金融市场有效供给不足入手,运用静态的市场均衡理论分析由此造成的社会福利损失,以及政府调节能够有效改善普惠金融供给失衡,分析普惠金融增进社会福利的作用机制。研究发现,普惠金融改革带来民众基本福利的改善;政府部门通过建设数字普惠平台等金融基础设施和提供风险分担机制等重要制度供给等方式增加金融供给,实现了有效市场和有为政府的深度融合;兰考模式的意义在于实现了农户、政府和金融机构之间的激励相容和整体福利的帕累托改进,找到了符合经济学原理的社会福利改善路径。In the financial development, inclusive finance is not only an important engine to promote economic growth, but also plays a key role in enhancing residents’ welfare to crack the problems and institutional obstacles in the development of inclusive finance, enhance social fairness and social harmony, and vigorously promote inclusive finance reform is the only way Based on the concrete practice of the lankao pratt & whitney financial reform test area in henan province, from the effective supply of rural financial market, by using the theory of market equilibrium of static analysis of the resulting loss of social welfare, and government regulation can effectively improve the pratt & whitney financial supply imbalance, improve social welfare analysis pratt & whitney financial mechanism The research finds that the reform of inclusive finance brings about the improvement of people’s basic welfare;The government increased financial supply by constructing financial infrastructure such as digital inclusive platform and providing important institutional supply such as risk sharing mechanism, realizing the deep integration of effective market and promising government. The significance of Lankao model lies in the realization of incentive compatibility between farmers’ government and financial institutions and pareto improvement of overall welfare, and the finding of a social welfare improvement path in line with economic principles, so it is sustainable and can be replicated and promoted.
