科技金融效率及其影响因素的省际差异性研究

摘  要:整理我国30个省份2008-2018年的数据,用三阶段DEA和Malmquist指数模型探究科技金融效率的省际差异,以及知识产权管理水平对科技金融效率的影响,研究结果显示:我国各地区科技金融效率由高到低呈东、中、东北和西部顺序排列,规模效率普遍较低,科技金融效率的提升主要靠技术进步驱动;各地区全要素生产率均大于1,且驱动因素存在差异;在影响因素方面,知识产权创造和运用指数没有转化为有效产出,知识产权发展环境的改善促进区域创新效率提升,对此我国应该加强知识产权有效创造、依法保护、高效运用和科学管理工作的建设。This article analyzes the data of 30 provinces in my country from 2008 to 2018,and uses the three-stage DEA and Malmquist index model to explore the inter-provincial differences in technology finance efficiency and the impact of intellectual property management levels on technology finance efficiency.The research results show that the efficiency of science and tech-nology finance in various regions of China is arranged in the order of east,middle,northeast and west,and the scale efficiency is generally low.The improvement of science and technology finance efficiency is mainly driven by technological progress;the total factor productivity of all regions is greater than 1.In terms of influencing factors,the index of intellectual property crea-tion and utilization has not been transformed into effective output.The improvement of the intellectual property development environment promotes the improvement of regional innovation efficiency.In this regard,China should strengthen the effective creation and legal protection of intellectual property rights.Efficient use and construction of scientific management work.
