摘 要:生物安全体系建设是国防安全体系建设的重要组成部分。随着全球生物安全形势的变化,作为国际性军种的海军,在其战略转型过程中面临的生物安全形势更加严峻。根据海军多样化任务要求,在构建生物安全体系时,除了需要与军队生物安全战略体系框架一致外,还应充分考虑海军自身需求与特点。本研究梳理分析了美国海军生物安全体系建设现状及其在应对新型冠状病毒肺炎(COVID-19)疫情中发挥的作用。同时,结合我国海军实际情况,对我国海军生物安全体系建设提出一些思考与建议。ObjectiveThe biodefense system is an important component in the construction of the national defense security system. With the changing of global bio-security situation,the Navy,in the process of strategic transformation,is facing with a more serious situation than ever before concerning bio-secuirty. In the light of its diversified missions,the construction of bio-security system should first and foremost conform to the frame of the military bio-security strategic system,and take into full account of the demands and features of the Navy. In this paper,a comprehensive analysis was made on the present US Navy bio-defense system and the role it plays during COVID-19 epidemic. In the meantime,the paper offers some ideas and recommendations concerning the construction of the bio-security system in the light of the practical situation of our Navy.
