摘 要:1985年正式开始的上海大众桑塔纳轿车国产化项目,是改革开放初期中国利用外资最重要的举措之一。但由于联邦德国大众汽车集团有自己的利益考量、中国国内汽车产业管理模式尚待调整,直到1987年底,桑塔纳的国产化进程与合资协议规定的进度仍相距甚远。在中国国内几次出现外汇紧张局面后,中央和地方政府加强了支持和推进力度,促使大众集团将推动桑塔纳国产化作为重中之重。1991年底,桑塔纳国产化取得关键性进展。这不仅为上海大众创建了中国本土供应链体系,而且是大众集团深植中国的重要原因之一。The project of localization of Shanghai Volkswagen Santana cars, which officially began in 1985, was one of the most important measures for China to utilize foreign capital during the early stage of the reform and opening up. However, as the Federal German Volkswagen Group had its own interests and the management mode of China’s domestic automobile industry was still being adjusted, until the end of 1987 the localization process was far from the progress stipulated in the joint venture agreement. After foreign-exchange tensions occurred in China on several occasions, the central and local governments strengthened support and promotion, prompting the Volkswagen Group to take the localization of the Santana as a top priority. By the end of 1991, the localization of Santana had made crucial progress. This not only created a local supply chain system in China for Shanghai Volkswagen but also was one of the important reasons for the deep presence of the Volkswagen Group in China.
