摘　　要：来华留学教育事业是中国教育对外开放的重要组成部分。改革开放以来特别是中国特色社会主义进入新时代以来,来华留学教育事业取得了长足进展,但在促进中外人文交流方面却仍然存在总体思路不明晰的问题,这主要表现在:注重人文关怀,但思想文化引领不够;注重形式创新,但内涵价值凝练不够;注重“引进来”,但“走出去”不够三个方面。为了更好地发挥来华留学教育事业在促进中外人文交流中的增信释疑、融通互鉴作用,做好中外人文交流工作的先行者和创新者,就必须要以习近平新时代中国特色社会主义思想和习近平给北科大学子重要回信精神为指引,始终遵循坚持党的领导、立足中国特色社会主义文化发展道路以及坚持开放包容、求同存异的基本原则,在筑牢中华文化自信根基、凝聚价值共识和创新载体方式这三个方面下足功夫。Studying abroad in China is an important part of China’s education opening to the outside world.Since the reform and opening up, especially since socialism with Chinese characteristics entered a new era, great progress has been made in the cause of studying abroad in China, but there are still problems with unclear overall ideas in promoting cultural exchanges between China and foreign countries, which are mainly reflected in:paying more attention to humanistic care, but insufficient ideological and political guidance;paying more attention to form innovation, but the connotation and value are not concise enough;focus on “bringing in”, but “going out” is not enough. In order to give better play to the role of overseas education in enhancing trust, dispelling doubts, facilitating mutual learning in promoting cultural exchanges between China and foreign countries, and be a pioneer and innovator in cultural exchanges between China and foreign countries, it is necessary to take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of Xi Jinping’s important reply to the students of USTB as the guide, always follow the principles of adhering to the party’s leadership,basing ourselves on the development path of socialist culture with Chinese characteristics, and adhering to the basic principles of openness and inclusiveness, seeking common ground while reserving differences, and making full efforts in the three aspects of building a solid foundation for Chinese cultural self-confidence, condensing value consensus, and innovating carrier methods.
