摘　　要：改革开放以来,我国已填埋愈80亿吨陈腐生活垃圾,其对环境的长期负面影响成为国家公共治理的重大挑战。为解决困扰陈腐生活垃圾资源化治理的最大障碍,即其中筛上轻质物的处置难题,本研究在传统处置工艺的基础上,创造性地采用化学回收工艺技术,以主体成分为高混杂废旧塑料的筛上轻质物为原料制造出高质量高价值的资源化产品,从而发展出陈腐生活垃圾的精分资源化治理解决方案。研究显示,随着我国生活垃圾的成分变化、大宗商品价格的长期上扬、精分资源化技术的进步,陈腐生活垃圾已具备实施高价值、低碳化资源利用的物质、经济与技术条件,实现了从低价值污染属性向高价值资源属性的转化,陈腐生活垃圾已成为具有国家战略储备意义的宝贵资源。采用精分资源化治理模式,不仅可以解决陈腐生活垃圾资源利用率低下的难题,化解填埋垃圾的环境污染隐患,维护国家能源安全,释放可观的经济价值,还可为国家“碳达峰、碳中和”目标作出重大贡献。The objective of this paper is to solve the biggest obstacle that perplexes the resource management of stale domestic garbage, that is, the disposal problems of the light objects on the sieve. On the basis of the traditional disposal technology, this research creatively adopts the chemical recycling process technology to manufacture high-quality and high-value resource-recycling products with the main component of high-mixed waste plastics as the raw material, thereby developing a refined resource-based treatment solution for stale domestic garbage. Studies have shown that with the changes in the composition of domestic garbage in my country, the long-term rise in bulk commodity prices, and the advancement of refined recycling technology, stale domestic garbage has the material, economic and technical conditions to implement high-value, low-carbon resource utilization. This has realized the transformation from low-value pollution attributes to high-value resource attributes. Stale domestic garbage has become a valuable resource with national strategic reserve significance. Adopting a refined resource management model can not only solve the problem of low utilization rate of stale domestic garbage, resolve the hidden dangers of environmental pollution of land fill waste, maintain national energy security, and release considerable economic value. It can also make a significant contribution to the national“carbon peak and carbon neutral”goal.
