摘  要:稳定的外部自然环境是保障区域经济稳定发展的关键。本文基于长江中下游流域易洪涝地区的经济发展动态,通过构建2000-2013年的地区平均夜间灯光亮度指标,利用双重差分模型考察了长江三峡水利枢纽工程防洪功能的经济效益。研究发现,三峡工程防洪功能的发挥显著提高了易洪涝地区的经济发展水平。机制分析表明,土地开发强度的提升,以及随后产生的工业发展和人口集聚,是促进易洪涝地区经济增长的重要途径。进一步研究发现,三峡工程从整体上促进了长江中下游地区的经济发展,不仅充分发挥了应有的经济社会效益,还保障和助力了长江经济带的建设和发展。A stable external natural environment is key to ensuring regional economic development. Based on the economic development and changes in flood-prone areas in the middle and lower reaches of the Yangtze River, this paper examines the economic benefits of the flood control function of the Yangtze River Three Gorges Water Conservancy Hub Project. By constructing the average night-time light brightness values of the area from between 2000 and 2013 and using the difference-in-differences model to conduct empirical research, it is found that the flood control function of the Three Gorges Project has significantly improved the economic development level of flood-prone areas. Mechanism analysis indicates that the improvement of land development intensity, followed by industrial development and population agglomeration, is an important way to promote economic growth in flood-prone areas. Further research reveals that the Three Gorges Project has promoted the economic development of the middle and lower reaches of the Yangtze River as a whole, meaning that the Three Gorges Project not only gives full play to its economic and social benefits, but it also guarantees and assists in the construction and development of the Yangtze River Economic Belt(YREB).
