农业科研单位引进发展中国家杰出青年科学家来华工作的思考--以中国热带农业科学院为例

摘　　要：引智工作是落实“一带一路”科技创新行动计划,促进国内外农业科研单位深度合作的重要组成部分。文章介绍了中国热带农业科学院引进发展中国家杰出青年科学家(以下简称“国际杰青”)的做法和取得的成效,探讨了引进国际杰青存在的问题,并从精选优聘国际杰青、强化科研和服务管理、联合申报项目等方面提出了提高农业科研院所引智工作成效的建议。Introducing intelligence is an important part of implementing science and technology innovation action plan of"the Belt and Road"and promoting the deep cooperation between domestic and foreign agricultural scientific research institutions.In this paper,the practice and effect of introducing talented younger scientists in Chinese Academy of Tropical Agricultural Sciences were introduced,the problems existed in introducing talented younger scientists discussed,and some suggestions for improving the effectiveness of introducing talented younger scientists in agricultural scientific research institutes put forward from the aspects of selecting excellent talented younger scientists,strengthening scientific research and service management,joint application of projects,etc.
