摘　　要：为有效预防环境监测数据弄虚作假,保证污染物在线监控(监测)数据真实有效,通过对污染源数据质量影响因素分析,阐述污染源数据质量保证的技术措施及作用。通过建设污染源自动在线监控质量控制与运维管理系统,促进污染源环境保护的精细化和智能化管理,发现了企业疑似违规行为。从应用效果来看,该系统实现“既监结果、又监过程;既控行为、又控质量;监管并举、管理执法并重”的智能一体化管理要求。In order to effectively prevent the falsification of environmental monitoring data and ensure the authenticity and effectiveness of pollutant on-line monitoring data,this paper expounds the technical measures and functions of pollution source data quality assurance by analyzing the influencing factors of pollution source data quality. Through the construction of pollution source automatic online monitoring, quality control and operation and maintenance management system, the refined and intelligent management of pollution source environmental protection was promoted,and the suspected violations of enterprises were found. From the perspective of application effect,the system realized the intelligent integrated management requirements of " monitoring both results and process;controlling both behavior and quality;paying equal attention to both supervision and management and law enforcement".
