摘　　要：社会主义核心价值观是新时代人权文化的内核,而尊重和保障人权则是培育、实践“社会主义核心价值观”的思想共识和行动共识。社会主义核心价值观的人权精神蕴含着国家责任、社会权利和公民义务三重维度,是当代中国马克主义人权理论的具体体现。社会主义核心价值观既具有价值精神的文化引领力,其价值概念体系本身也产生了事实上的规范效力,对人权的国家治理能够产生直接的社会效益。社会主义核心价值观人权治理的司法实践弘扬了社会的权利精神,是人权治理法治化的重要环节。立足现实、展望未来,围绕社会主要矛盾的解决,社会主义核心价值观不断丰富和发展着对于人权内容的理解,为人权治理的体系化、全球化提供着源源不断的精神力量。因此,深入挖掘“社会主义核心价值观”人权精神内涵,培育全社会尊重和保障人权的文化体系,将为人权事业发展的中国方案贡献重要的智识力量。Core socialist values compose the kernel of human rights culture in the new era, and the principle of respecting and protecting human rights is the ideological consensus and action basis to cultivate and practice the core socialist values. The human rights connotations of the core socialist values embody the new development of Marxist view on human rights in contemporary China, which not only plays a culturally leading role in values and spirit, but also exerts normative effect in reality, thus yielding direct social benefits for national human rights governance. The values of "prosperity, democracy, civility and harmony" have established that the basic premise of human rights protection is national independence and people"s freedom and liberation, and that the way to popular sovereignty is socialist democracy. The socialist market economy based on reform and opening up has eliminated poverty and built a moderately prosperous society, realizing the harmonious development between individual and society, and man and nature while fulfilling the national responsibilities of human rights protection. The values of "freedom, equality, justice and rule of law", starting from the natural and social attributes of human beings, have highlighted the subjective and objective unity of the free and full development of individuals and all mankind, as well as the principle of substantive equality of socialism. They have also emphasized the realistic dimension of fairness and justice in the light of the objective relationship between specific socio-economic conditions and modern rule of law. Moreover, human rights realization and development cannot be achieved without the active fulfillment of obligations on the part of individuals. The values of "patriotism, dedication, integrity and friendship" have connected Chinese traditional virtues with the universal axioms of human civilization, requiring individual citizens to voluntarily fulfill their obligations of political participation, production and labor, cooperation and communica
