叙事与立场:中国人权对外新闻话语主框架——基于《人民日报海外版》人权报道(2002-2021)的内容分析  

Narration and Position: The Main Framework of China’s International News Discourse on Human Rights: Study on the News Reports of Human Rights in People’s Daily Overseas Edition(2002-2021)

摘　　要：通过对2002-2021年《人民日报海外版》篇名含有“人权”的新闻作品进行内容分析发现,《人民日报海外版》在对外传播中国人权话语时,向海外公众呈现了“叙事与立场”的对外人权新闻话语主框架。一方面向海外公众叙述了中国人权事业的实践成就,另一方面向不友好势力表明了中国人权立场。建构这一人权新闻话语主框架的意图是,通过展示中国人权的实践成就来赢得国际认可,通过明示中国人权立场来捍卫中国独立自主发展人权的主张。但从发展目标上看,还应大力对外传播中国人权理念,以使其能够被国际社会更为广泛地接纳。China's accession to WTO in 2001 marked the start of deepening globalization process.In this era of human rights globalization/internationalization,what kind of framework on international human rights-related news discourse has People's Daily Overseas Edition presented?What kind of communication goals have been expressed?These are of vital significance to China's international news coverage on human rights issues.Through the analysis of the news reports with"human rights'*in the titles in People's Daily Overseas Edition from 2002 to 2021,it is found that People's Daily Overseas Edition has presented the main framework of'Narration and position"in its international publicity of Chinese human rights discourse.On the one hand,it has narrated the practical achievements of China's human rights cause to overseas public;on the other hand,it has taken a strong Chinese stand against unfriendly forces.The intention of constructing this framework on human rights-related news discourse is to win international recognition by demonstrating China's practical achievements in human rights and to safeguard China's stance of developing human rights independently by expressing China's position on human rights.However,from the perspective of development goals,China's human rights ideas should be further publicized to the outside world,so that it can be more widely accepted by the international community.Since 2009,China has formulated and implemented four national human rights action plans:National Human Rights Action Plan(2009・2010)、National Human Rights Action Plan(2012-2015),National Human Rights Action Plan(2016-2020)and National Human Rights Action Plan(2021-2025).The first three human rights action plans have been well implemented and achieved expected results,and the fourth one is being strictly implemented step by step currently.It can be said that China has made unprecedented practical achievements in the development of human rights cause such as enshrining human rights protection in the Constitution and the law,and mapp
