摘  要:为找到合理的航标效能评价方法,考虑影响航标效能发挥因素的多样性和复杂性,以航标、人、环境和管理为要素,基于系统工程学构建海上航标系统。充分考虑系统的复杂性和不确定性,从熵理论和耗散结构理论出发研究系统的安全性与稳定性,绘制系统熵流机理图,建立安全熵评价模型,剖析系统安全性与系统效能间的关系。构建海上航标系统评价指标体系,获得系统效能熵值四边形,进而判断影响系统效能正常发挥的指标。通过实际工作进行验证,结果表明,该模型能有效处理评价指标的主观性和模糊性,进而提高评价的客观性和准确性,可用于海上航标系统效能评价。In order to find a reasonable method to evaluate the efficiency of marine aids to navigation(AtoN),considering the diversity and complexity of factors influencing AtoN efficiency,the marine AtoN system is constructed based on the system engineering with AtoN,people,environment and management as the elements.Taking into the consideration of the complexity and uncertainty of the system,the safety and stability of the system are studied based on the entropy theory and the dissipative structure theory,the diagram for the system entropy flow mechanism is drawn,and the safety entropy evaluation model is built to reveal the relationship between system safety and system efficiency.The evaluation index system of the marine AtoN system is established.The entropy quadrangle of the system efficiency is obtained so as to judge the indices influencing the normal performance of the system.Tested by practical work,it proves that,the model can effectively deal with the subjectivity and fuzziness of the evaluation indices,and then improve the objectivity and accuracy of the evaluation,which can be used for the efficiency evaluation of the marine AtoN system.
