摘  要:建设用地的供应与利用是国土空间规划的核心内容,也是国土空间高质量发展的关键。文章阐述了广东省国土空间高质量发展的目标导向,剖析了当前广东省建设用地开发利用存在的主要问题:依赖新增建设用地供给并挤占生态空间;批而未供和闲置用地量大面广难以处置;存量低效的建设用地再更新难度巨大;连片性增量建设用地紧缺制约项目落地;民生类建设用地供给不足。在“供地、利用、供后”的全生命周期视角下,探索提出广东省建设用地供给与管理策略:(1)供地环节扩大优质供给;(2)利用环节强推旧改和混合开发;(3)供后环节提高收储流转灵活性。The supply and utilization of construction land is the core content of territorial spatial planning and the key to the high-quality development of territorial space.This paper indicates the goal orientation of high-quality development of territorial space in Guangdong Province,and analyzes the main problems existing in the development and utilization of construction land in Guangdong Province:the amount of idle land approved but not supplied is large,which is difficult to dispose of;the stock of construction land is inefficient,which is difficult to renew;the shortage of contiguous incremental construction land restricts the implementation of the project;the supply of land for construction related to people’s livelihood is insufficient.From the perspective of the whole life cycle of"land supply,utilization and post-supply,"this paper explores and puts forward the construction land supply and management strategy in Guangdong Province:(1)expand the supply of high-quality land in the supply sector;(2)promote the transformation of"old towns,old factories and old villages"and mixed development in the utilization sector;(3)improve the flexibility of purchase,storage and circulation in the post-supply sector.
